On December 7th, 2010 the Agreement on cooperation was signed between Chief Directorate of EMERCOM of Russia in Altai Krai and “M2M telematics-Altai”, regional partner of GC “M2M telematics” in Altai Krai and the Republic of Altai. The agreement is focused on meeting the requirements of law # 22 “On navigation activity”, and also of the Edict of the President of the Russian Federation d.d. July 11, 2004 #868 “Issues of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.” The document makes provisions for the development of cooperation on a number of areas, including the implementation of innovative GLONASS technologies in the context of founding the State Information System for Prevention and Elimination of Emergencies and also the large-scale introduction of navigation solutions for the benefit of EMERCOM.
The parties agreed on common efforts aimed at the founding and introduction of a departmental GLONASS-based navigation and information system, which is going to be used as a basic constituent for execution of the project “GLONASS ERA” in the Altai Krai territory. The project “GLONASS ERA" is a key project of the federal network OJSC “Navigation and Information Systems".
Certain works in the context of the Agreement have been partially carried out so far. With technical assistance of “M2M telematics-Altai” the Critical Situation Management Center (CSMS) of EMERCOM of Russia in Altai Krai receives the online navigation data on traffic monitoring of school transport, ambulance cars, EMERCOM machinery, passenger transport and road construction equipment, that works on federal and regional highways. Taking into account the great length of roads and particular climatic conditions in the region, special attention is paid to the transportation of children on school buses.
The fine tuning of operating elements of the system “GLONASS ERA” is in progress at the present moment. The system will allow EMERCOM to dispatch necessary forces and means for elimination of consequences of emergency situation concerning transport. According to the statement of the management of Chief Directorate of EMERCOM of Russia in Altai Krai the GLONASS system will make it possible to achieve a significant increase of passenger transportation safety control in Altai Krai.
